WTB Windsor or touring frame/bike

Have you checked a Fuji Touring? I don't know what their actual
measurements are, but they come in a 64cm size. www.fujibikes.com

My old 1983 Peugeot UO14 touring bike has a ft.center measurement of
24.5 inches which is a bit over 62cm and that bike is a 21 inch frame.
I also bought a Cannondale Hybred frame (also a 21 inch) through
rec.bicycles.marketplace that has a ft.center even longer than the
Peugeot. Thus, there are production frames available which don't have
annoying overlap.

In 1998 I ordered a Bilenky custom frame and I specified that the
ft.center must be at least 24.5 inches. With a custom frame you can
certainly eliminate the overlap problem but it's a bit pricy. Either
of the two frames mentioned in the first paragraph should be available
for $150 or less.
