I don't think so. You may be lead to that conclusion by the height of the rim, mistaking it for a rim plus tyre. I think the rim is that high to prevent the wheel from veering off the rope. But if you look at the angle the rope goes 'into' the rim, it looks as if it is supported about halfway the height of the rim. I could try to blow up part of the picture with some software to make that clearer.

Hey Gang, Shoelace WW it is (top of foot in contact with tire)...in 1987 I saw David Winston do this in Japan. He could go about 1.5 meters. Ten years later I decided to learn it and perfect it.
I really dislike the spoke walk...too scary with the toes in the spokes. What I've seen most people pass off as spoke walk is to have the sides of their feet on the side of the tire with very little actual contact with spokes (much safer and saner!)
