Can someone help identify this part on my bike? With pics!

It's located right under the rear brake cable, and pivots up and down only a little ways because the brake blocks much of its movement.

Looks like an old cantilever centerpull brake hanger. But I can't really tell, looks like some parts have been removed. Vbrakes look like an upgrade to the bike original specs (you have a cable stop on the left seat stay, no longer in use). I'm not very familiar with old Diamondback MTB's

Thanks for the reply. The bike came with linear pull (v-brake) Tektro brakes, and the ones that you see now are replacements. The cable stop on the left seat stay WAS used for the Tektros, but they no longer fit the new brakes.

Here is another picture of the thing, this time from the top down. As you can see, it's not centered in any way, so I don't think it would be used on a centerpull brake.

I cant say for sure but when center-pull brakes were more prevalent they had a hook or post sometimes to prevent the straddle from locking in the tire if the hangar cable broke. Not all had this and they were often removed.
Otherwise I would go with K on that one.

Is it some sort of mount for a rack or fender?

It is for Canti-Brakes that were available on some models. My wife had one of those for her first dually and we ended up removing the parts you still have. In the pics you do not have all the parts there... there is missing a cam action piece that works sided to side that centered the canti brakes on some models. We switched hers out to v-brakes and never looked back.
