Private wind-tunnel time and track aerodynamic testing raise a fair question about whether team budgets can create an equipment gap that poorer teams cannot overcome. But “insurmountable” is a strong word; I would not treat spending as proof that the gap exists, let alone that it decides results. The useful discussion is what, if anything, should be standardized, rather than assuming every costly development needs a rule.
If access were standardized, what would you actually standardize: a shared amount of testing access, or the equipment teams may develop? I’d favor a narrow intervention over trying to make every setup identical. Rules should address a demonstrated problem, not just the fact that one side can spend more.
