For a comfort-related change at the strap interface, a retrofit seems like the least disruptive remedy when it can be supplied and fitted; a swap could remain the fallback if it cannot.

When a later model revises a comfort-related fit part, should the earlier-model remedy be retrofit first, or should owners be offered a retrofit or swap choice?

That’s fair. Retrofit-first should mean the easiest option to try, not a hurdle before a swap. I wouldn’t make someone prove the retrofit failed to request one; comfort isn’t a pass/fail test.
