If you cook anything hot enough and/or long enough, the bacteria die and most toxins break down (I think botulism is one that does not).
Interesting part about the frozen wooly mammoths was the small size of the ice crystals found internally - to get them that small, theory went that they had to have been hit by an equivalent to -150 degree air. Theory was that a volcano erupted and sent/drew a heavy gas/vapor very high, cooled it, and the very cold cloud fell and hit and effectively flash-froze the unsuspecting grazing mammoth. That not only accounted for the small ice crystals and minimal cell damage they found, but it also accounted for the half-chewed grass in the mouth.
