Actually, that depends on the source of the definition. According to

As the inventor of the 2PD-OMER Approach, let me assure you that Atkin's
diet plus the 2PD-OMER Approach is not the same as just the 2PD-OMER
Approach or version thereof.

In my copy of the Diet Revolution by the late Dr. Atkins, I have been
unable to find any prohibitions on weighing meals and limiting intake
