What Province?
You could start by looking on the British Triathlon web site. They have
a good basic start document for race organisers. Obviously the rules
and contacts will be different for Canada but they will give you some
idea.

The best way to start is to find a suitable location for the swim, bike
and run with a transition area, then ask a few triathletes what they
think.
After that you've got to decide if you want to or can get the town or
other supporting organisation involved and then work on a budget. Then
pick a date, check the Canadian race calender for conflicts and by the
time you are this far down you'll have a good idea of how to run an
event... you won't really know though until you've actually been
involved in a few. Why not volunteer to help at some races, big and
small and although this won't tell you everything it will give you some
ideas and some examples of the problems.

Excellent advice; I second. It is amazing how many moving parts can
delay or diminish the race experience.
As part of the volunteering, see if there is a post-race "lessons
learned" meeting and volunteer to participate in it.
Happy raceers will tell two friends; unhappy racers will tell twenty.
