    And if it were received can you prove it was read?

    If it were read, can you also prove that the reader understands
    English?

    I can't prove it, but my best guess is that no one with an IQ above 70 would
    bother to read beyond the first few sentences. This especially applies to
    people in government who get dozens of krank letters every day. This one
    would immediately get tossed into the 'reply with a polite form letter'
    pile.
