Maybe. The diameter's not the only issue; some road ders don't have
the same movement ratio and throw as mtb units. Is the 52t der for a
triple? Is it a Shimano? Which one is it? Is the 48t on a triple?
What shifter will you use? Is the offset of the crankset within the
reach of the der?

Of course you can. I have several derailleurs intended for use on road bikes
being used with large chainrings of 42t and smaller. See, for example,

No prolema woth a road fd. . I have installed compacts of 48/34 w/o
problem with a normal road front der.
