As an amateur who's had success with Campy bb's, I would assert the
following:

1 and 4. If a bb shell has never had a bb in it, it can't hurt to face
it (which will render question 1 moot).
2. Anti-seize or teflon tape. Many will warn against loctite except as
a last resort in the case of creaky bb cup issues.
3. I haven't gone wrong yet with the Campy torque specs.

If the BB is a sealed/cartridge type bb, then you don't need to worry
about facing the shell as the nature of these sealed bbs means the
bearings are held square by the bb. If it were a cup and cone affair then
you would be right to face off squarly the bb shell.

I'd favour a grease like Finish Line's. It doesn't dry out. To be on the
safe side you could remove and regrease once a year

Not so. Since the right side cup sits against the BB shel, it needs to
be faced. Grease inside both cups(tap the right one off) is also
essential. And while yer at it, drill a drain hole in the BB shell if
there isn't one.
