The brake pads should not be rubbing against the tire (tyre). Did you
unhook the brakes before putting the wheel back on the bike?

through.

Is it rubbing the tire or the rim? It should never rub the tire. If it
is, you can move the pads down onto the rim by loosening the nut on the
pad post.
