Don't go starting an arms race on me Scott. If you get a stiff stem, then I'll just have to go find one even stiffer.
I used to use ITM's steel stems, They were inexpensivce and very solid. But they don't seem to make them any more. I've used Salsas before too and they were also very solid. Profile used to make ok steel stems too. I'd look for one of those three on ebay if I were you. I have a 15 cm Tioga T-Bone 1" quill stem I'd sell you. Interested?
My guess is that one of those one piece carbon bar/stem combos is the stiffest thing you could buy.

Whatever Eddy Planckaert was using when he won the 1988 Ronde van Vlaandaren should give you that stiff feeling to the bar during a sprint.
