No, that's not his provider. That's his claimed email address, but that can easily be forged. He is posting from a machine connected to Uunet - part of MCI. The machine is located in Florida. It appears to be using a dial-up connection.

Maybe it's time to turn him in to the local authorities.
The threat or perceived threat of violence is assault, and with a motor vehicle it is known as assault with a deadly weapon. I think jail time might be a goo thing for this looser.
