I don't know what the official reason was or even if it was debated but
to me the question arises; do you want the best rider to win or the
rider with the best team? While having a strong team can never be
neutralized, its effect can be diminished somewhat.

This is a bit like asking "Why didn't the Tour go up
Mont Ventoux this year?" While there was a TTT
every year from 2000-2005, there was no TTT from
1996-1999. So the reason there was no TTT is because
there doesn't have to be a TTT. Other rationales and
conspiracy theories about favoring this team or that
are subsidiary. They may be real, but also, ASO just
likes to change the event around now and then to keep
people's attention. See? It's working.

but the point is they *always* have ITTs, many flat stages, many
mountain stages, but not always a TTT. Its' a legitimate form of
race, a legitimate part of a stage race (remember that stage races
normally don't accept unattached competitors; certainly the TdF
doesn't!), and they have 21 stages to play with.

If they want to change it around, how about finishing someplace other
than Paris?

Some thought goes into planning the route of the Tour de France so as not
to play to the strengths of the expected strongest teams. It was
expected that T-Mobile/Ullrich and (to a lesser extent) CSC/Basso would
romp away from the field. As it turned out, neither of them rode, but
considering the two individual time trials as 'virtual' team time
trials, T-Mo were awesome. Only one T-Mo rider was slower than the
fastest Disco rider in the first time trial.
