Sewage treatment plants have settling basins, in which eels reside. Usually the eels are pretty happy, swimming around and being able to see where they're going in the unmurkified water.
But every now and then an [censored] eel will take a notion to stick his tail in the sediment and stir things up.
Those ones are known as "[censored] disturbers". They're lower and more base than the sediment they agitate.
