ProTour: L'UCI autorisée à prélever de l'ADN L'Union cycliste internationale (UCI) a annoncé mercredi qu'elle était parvenue à un accord avec les vingt équipes du ProTour afin que celles-ci permettent aux autorités compétentes de prélever des échantillons ADN de leurs coureurs en cas de soupçons de dopage. "Cette décision n'oblige pas les cyclistes à exposer leurs échantillons ADN dans une banque d'informations, mais seulement à s'engager à le faire si nécessaire", a cependant indiqué Gerrit Middag, directeur général de l'association des équipes du ProTour (IPCT). Cette décision a été prise alors que le parquet de Bonn annonçait l'absence de doutes concernant l'appartenance à Jan Ullrich de poches de sang trouvées chez le docteur Fuentes.

...and thats the key to Basso getting off. They cannot request a DNA sample without an investigation. With Basso there is no investigation. This really is a lot of hogwash...... interestingly enough 12 rider refused to sign the agreement. OP is closed so Basso won't have to submit.

Just because it is closed that doesn't mean it can't be re-opened by someone else. The UCI could open a case. Maybe even ASO could open a case if he tries to ride the TDF. Maybe CSC will open a case based on fraud and sponsor damage charges. There are many avenues that could be posibilities if someone really wants to get to the bottom of whether Basso's blood is in one or more of the bags. In my mind it would be better just to demand a DNA sample from all the riders as a prerquisite to being a licensed rider. Then get this all out in the open and move on.
It's only said "suspected", we cannot know if it's a legacy or/and sport point which is relevant. I do think in basso's case there is at least suspicion of sport fraud, so it would need to give his DNA. What we don't know if this agreement could be "retroactively" used for Basso and other OP implicated riders!

McQuaid has already confirmed that the UCI cannot open a case... the only reason Ullrich had his DNA compared because it was police force speaking with police force in a fraud case not a doping case.... the UCI has no remit in talking with the Spanish police and cannot enact proceedings.... this agreement is a waste of time... .
