Post a picture of what you've got on the fork and what you've got on the bottom of the head tube. You have pressed a bottom cup into the head tube already? If so, you've also installed the bearing cartridge?

i can take more pictures, this one i already had, it is night now.

the headtube covered the entire crown of the fork. the crown could never be flush with the headtube.

That's not a 1" steerer tube that you're trying to fit into a 1 1/8" - sized head tube?

take notice of how the fork does not fit smooth with the headtube opening.

when i put the fork up into the frame the crown will hit the headtube opening before the sealed bearings can be pushing into their secure spot.

It actually looks good to me. But I guess it's not turning smoothly when it is fully seated? Perhaps it's time to get the local bike shop involved.

Does that bearing fit snugly in the frame?

There is MORE THAN ONE SIZE of integrated headset -- that is, there is NOT an accepted standard for integrated headsets , and you probably have the wrong headset for the particular frame.

Is that a Cannondale frame?!? A Klein?

You need to find out WHICH headset the frame is designed for.

You can possibly shim the bearing ... vertically (try cutting a flat, donut shim from a soda can ... OR, something thicker ... to offset the bearing a bit ... presuming it nests snugly in the headtube) ...

BUT, if the bearing isn't "snug" in the headtube, then you are EITHER missing an insert (this is more possible than you might think) OR ...

PROBLEM SOLVERS makes "shims" (really, they are more than a shim) to resolve mistmatches ... if you can determine what the mismatch actually is on both parts (i.e., headtube & steerer), that is.

Regardless, it doesn't appear that the particular fork & frame were meant for one another ... but, that is a cosmetic issue if you have the correct headset for a given frame.
