Hi!
I am about to pickup a Univega VIVA Sport that is a great size for me
but I'm not sure if it has horizontal dropouts, and if not if I could
still easily convert it to a fixie.
Any advice?

It should, a bit short if I remember right, but long enough to give
you room to tension.
Even if it doesn't there is a new BB on the market that is eccentric and
fits a standard BB shell giving 1/2" movement so you can tension even with
vert dropouts.
