Shimano freewheel puller on Sachs freewheels?

Is it possible the tool is compatible with some but not all Sachs
freehwheels and I have 7 speed Sachs freewheels incompatible with
Shimano freewheel tools so I need a different tool?

Use the tool enough, and ordinary wear will take care of the problem.
I have also noted that one of the tools I have (maybe from Bicycle
Research?) seems to fit the Sachs splines slightly better than the one
from Park, but neither is a tight fit for me. I suspect that you may
have a genuine Shimano tool, which probably is optimized to fit the
Shimano product.
