Of course they are. And the same thing is true in cycling. Every top
rider that I can think of that was in a doping case prior to 2004 (pre-
WADA, protour rules) was always able to find a team (virenque, vdb,
casagrande, frigo).
Only when it doesn't make economic sense will athletes who were known
to be doping not be able to find a team.

I don't have any sympathy for Jones. She knew the rules, broke them,
then, knew the laws ands chose to break them, and got tagged. You play
the game, take the chance, you pay the cost. If your gonna play you
gotta be ready to pay.
She broke laws, she isn't going to jail because she cheated in
sports.
These doping cases have nothing to do with public health or safety,
but try telling the judge your case is just a waste of time. So, until
they put an NFL team in the prison system, jail time will still
interfere with a career.
