Does any us member recall eeoc saying european ancestry equals black ancestry?

I seem to recall within the past few years there was some sort of announcement from the EEOC saying that any European could now claim black ancestry on employment applications.

Maybe it was just some commentator saying that's what the latest genetic findings should mean because DNA data does prove almost all Europeans are 10 to 35% East African.
