  9. This depends what you mean by "binding".

    In some cases, users are referring to "chain suck" where the wear on chainring teeth and chain means that sometimes the chain doesn't "release" off the chainring on the idler run, so the chain gets dragged up into contact with the chainstay.

    In other cases, something that looks like chain suck happens, when the chain is on the inside ring and the smaller sprockets, caused by the outside surface of the chain fouling the tops of the lift pins on the outer ring. This is on 9s systems and "up" since prior to later-version 9s rings, there were no lift pins on the outer ring.

    This problem can occur if:

    I'd be tempted to use a vernier caliper to measure chain wear rather than a chain wear gauge. Gauges don't fit well into some chains, including the Campagnolo 11, 12 and 13s offerings and *can* give a false reasing at the gauge sometimes comes up against the shoulders that the chain bushings run on, rather than measuring the roller-surface to roller-surface distance that they rely on. The ground surfaces of an internal caliper are usually much narrower and will sit against the rollers. Over a 10-link length, 132.0mm would be the expected dimension for a new chain, 132.6mm would be a good change point, 133.0mm would be regarded as fully worn.
    The nether region, 132.6 to 133.0 is the range where things will generally work OK but transferred wear will start to have a significant impact on sprockets and chainrings.*

    Other forms of binding, at the RD for instance, can be caused by 3rd party chains, chains of inappropriate width, joining links or lateral rather than vertical misalignment of the hanger, twisted or bent RD jockey cages or excessively worn jockeys with too much play at the pivot.

    Here the "binding" usually refers to the chain catching on the inside of the RD cage, typically at the entry of the idler run to the jockey cage. The chain can, in some cases, "snag", or it may "fall off the side" of the lower jockey and jam.

    Most of the above is applicable to any derailleur system, not just Campagnolo - Campagnolo IME of working on all groups at all levels over 40+ years as a professional mechanic (and now to some extent specialising in Campagnolo) is that it's no more & no less prone to binding issues than Shimano or SRAM.

    *This measurement regime does not work for SRAM flat-top chains as SRAM changed the roller diameter in these chains away from the internationally accepted standard for 1/2" pitch drive chains, increasing it by (I believe) approx 0.1mm - they have their own chain wear gauges.
