If I recall correctly, that was specific to a certain make and model of bike and not all of them.

Do you ride through a lot of water, or in the rain? If not think of it as a way in for dust rather than a way out for water. Almost certainly voids your warranty. I did it on a couple bikes, more to let the BB dry than prevent corrosion. It worked.

Even better (if moisture is an issue) is to install a BB Dry Valve from Action Tec. It's a one-way valve, allowing water out but nothing in.

My Cross-Check came with a hole in the bottom of the BB shell - damn I love Surly. If you're comfortable running a drill bit through your frame, fire it up.

Upon further consideration, I have decided not to drill the hole. I reckon that if I experience any water damage, and there is no drainage hole, the damage will be repaired under warranty by my mfr. Thanx for input.

Er, no it won't. That would just fall under wear and tear / maintenance / abuse.
A hole in the BB shell might be a good idea if you routinely have water settling there. Major causes are a rear-facing seat tube clamp or an open-topped seat post.
The main caveat with this issue is that a hole in the BB will also let in water as well as let it drain out. This means that your BB will need regular servicing and is likely to see quicker wear than normal.

I'm thinking that because it's steel it's less of an issue than it would be with aluminum. Almost all steel bikes have a hole at the bottom. Most road bikes and older mtbs screw a plastic cable routing clip into the bb. /scott

BB's are more easily replaced than a whole frame.

IIRC the problem was that the seal on that specific BB was suspect... I don't believe that they recommended it for every bike.

I recently cleaned and lubed my bike. When I turned it upside down, and let it sit, water started draining from the seat post and from the stem. This is a cause of concern for me...
I noticed 2 holes on the frame just ahead of the bottom bracket with screws holding nothing in them. I wonder if these are intended for drainage?

They're either water bottle bosses or, more likely from your description, mounting screws for an anti-chainsuck device. Don't sound like drainage holes, but take out screws (bolts?) and see.
You should try to figure out where water is getting in the frame, and correct it. (I have a gift for the obvious.) Might be as simple as greasing the seat post, so moisture doesn't slip in there.

Tough to do if it's transferring by condensation in the tubes. You take your bike from your nice warm house out into the cold and what happens? Or is it the other way around? I forget!
