    Apparently the fine is less or not a threat. Actually, I
    think that was assumption on the part of the analysts. It
    could be that he did it for his own reasons. OTOH, he may
    have been threatened with a no start. I am sure we will hear
    more later today or tomorrow.

    Mr. Chipo is not the guy who'll get bothered by a fine about
    clothing rules.

    I'll guess the legs were too tight or too warm.

    these piddly little fines. A pittance for the attention he
    draws to himself and thusly them.
