    To answer your rhetorical question with two rhetorical questions of my own-
    1- Are most traffic tickets issued because some citizen reports the violation
    or because a cop *sees* the violation? In the situation the OP described I'd
    ticket both of them- the WWR for improper lane usage and the OP for "stupid in
    a no stupid zone" (No offense intended- it's just a cop phrase. The actual
    citation would be for obstructing traffic.)
    2- Are foolish and illegal acts only foolish and illegal if you get "caught"?

    That one I know the answer to because I've tried once or twice to report
    someone driving unsafely. What I found out is that it only happened if the
    cop saw it him/herself.

    Per the answer to number 1, I'd say "yes" in regards to illegal, but "no" in
    regards to illegal.
