Unless you are statutorily empowered to do so (construction flaggers, police and fire personnel, etc.) blocking traffic to direct other traffic is also illegal.

To answer your rhetorical question with two rhetorical questions of my own- 1- Are most traffic tickets issued because some citizen reports the violation or because a cop *sees* the violation? In the situation the OP described I'd ticket both of them- the WWR for improper lane usage and the OP for "stupid in a no stupid zone" (No offense intended- it's just a cop phrase. The actual citation would be for obstructing traffic.) 2- Are foolish and illegal acts only foolish and illegal if you get "caught"?

That one I know the answer to because I've tried once or twice to report someone driving unsafely. What I found out is that it only happened if the cop saw it him/herself.

Per the answer to number 1, I'd say "yes" in regards to illegal, but "no" in regards to illegal.
