What is interesting is that they do not seem to realize this is a public
forum and are subject to the same laws here as in public. This is not a

Where is "here"? Australia, the United States, the Netherlands, where?
And are referring to local constables, the Sheriff, the FBI, Interpol,

And which "laws" would you be referring to? Telling lies in public is
not illegal, though under very limited circumstances it may be civilly
actionable.
I doubt in this case, as participants here have a rich history of
insulting each other, making absurd comments, spoofking, using
anonymous remailers and throwaway accounts, and so on.
Further, nobody would take seriously the claim that this Alan Erskine
person has in fact been arrested.
In other words, get real.
