Tubular is best. Just look at the weight saving on the rims alone. Reducing revolving weight is the best way to make performance gains.

I rode tubulars for many years and I must admit they roll a little better than clinchers, are more comfortable and lighter, but also more expensive overall.
I would still choose tubulars for racing and clinchers for training and other riding
So it depends on your goals and the money / time you have available
