"Best", I would say send it back to Carradice for patching. They have
the material and the expertise. In the past I had them update the
fixing system on some Carradura panniers and the work was 1st class,
timely and done for a reasonable price too.

Carradice will send you a patch if you ask them. They recommend copydex to
glue it with.
