Well, this from The Guardian 20th July, is a bit old and things may have
changed - but not, I think, the bit about LA:

"Two teams fighting for victory in this year's Tour de France, Lance
Armstrong's US Postal Service and Ivan Basso's Danish squad CSC, will
definitely feature. Armstrong will not be in USPS's line-up, because his
season will end after the Tour de France, but Basso is provisionally listed
by CSC along with Italy's former world No1 and World Cup winner Michele
Bartoli. Britain's Sean Yates may well accompany the team as a directeur
sportif".

There will be very few 'big' names, most/all squads will be sending their
junior riders, as it is such a small race.
