Not necessarily. If spokes are strong enough you may just need one and
have wheel stress-relieved.

Best thing to do is get Jobst Brandt's book the Bicycle Wheel by Avocet
books, and do it yourself.

You don't say where you are located, but if you insist on buying wheels
mail order, then here are a couple of places you should look into:

Local cycle shops have informed me that parts for the rim (Gipiemme
Grecal Parade) are no longer available. These are toast now.

What hub, number of cogs, etc?
What rear spacing: 126, 130, etc?

I'm 225# and was having spoke breakage problems on the stock wheels on
my Lemond Poprad (I ride on some very rough gravel roads). Three years
ago Colorado Cyclist built me a pair of wheels on Ultegra hubs with
CXP-33 Mavics and a 36 spoke cross three lacing. I've never had a spoke
break since and have not even had to touch them with a spoke wrench.
They do good work.

I can and do spin at 105RPM, not a big gear masher. But I can and do
get aggresive on a hill or other challange.
