this is of course true for every February with 28 days... 4 weeks... 4x7 = 28

Right. And with Feb 2010 starting on Monday, and most US calendars showing weeks starting on Sunday, the 4 weeks don't even line up as stated by the OP for most of us here.

Looks like a plain, old, uninteresting February to me.
