Looks like some bad yeasts, perhaps some wild yeasts, got into the cheese.
So what this means is the cheese was not cooked properly. I know that yeast
produces the CO2 that makes the large bubbles and there is an old saying in
cooking that yeasts can't really harm you, Bacteria can and bacteria don't
make those bubbles.

So it probably won't hurt you, perhaps make you sick to your stomach is all.
But I'd not eat it. It absolutely is not what you'd ever want to see in a
manufactured product when you know it should not be there.

The cheese is fine. They just didn't make it carefully and a
bunch of water was trapped in it. Or maybe they did it on purpose
to bulk up the weight.

This happens when you just lump some curds together without
stretching it. It's cheap stuff. Walmart perhaps?
