You suppose that the people 'see' this and think the bike is being
stolen
to be honest if someone brazenly put on safety equipment and pulled
an angle grinder from their back pack I would assume they had every
right to do that and that they were the lawfull owners but had lost the
key to the lock and had 'got' equipment to free their bike.
As a total aside was out cycling with the eldest and he got a
puncture so off with the back wheel, inner tube out, the works,
not one of the half-dozen or so cyclists that passed us offered help,
asked if we were all right or asked if we were missing a necessary
tool. Generally I tend to ask people if they are all right if I see
them
sitting next to their bikes so far they have all been having a snack or
a rest or ... but one of these days someone is going to say "actually
....".
