Not so much a rule as basic "netiquette". Post a question,
receive answers privately, don't share them - result is a
public question with no answers for others to share, which
is selfish and against the spirit of Usenet. But there's
nothing wrong with requesting answers by email so long as
they're also posted on usenet - either by the person
replying, or by the OP creating a summary and posting that.
I assume that's what Fran meant?

Usenet?

The original netiquette from the ARPA mailing list days
frequently used the phrase "email me and I will summarize."
Now the summarizations ended up being more concatentations
of received emails rather than true summaries.

People got enamoured with attributed text. But Usenet has
never had any sort of netiquette claim at the start about
placing things here: this is why every one gets a choice:
email or article post.
