The standard interpretation that I've heard is that the number is the last
digit of the year of production. A nunmber in a diamond is 1970s. A number
in a circle is 1980s. Not all cranks have dates.

Incidentally, it's probably worth mentioning that cranks have a finite
fatigue life, and Campag cranks of this era have something of a reputation
for cracking. The classic location is between the right crank and the
trailing arm of the spider, as shown in the second picture here:

I still ride a pair of early seventies (I assume - there's no date code)
Record Pista cranks that had begun to crack at the crank/spider interface:
I filed and polished out the cracks. I inspect them regularly for new signs
of failure, I don't put many miles on the bike, and I'll replace the cranks
as soon as I find a suitable alternative.
