What do you mean 'statred resting'? There is an adjustment screw on the backside of the deraier cage.I don't understand 'floats between tow points either'.

Well, on a shimano setup when you are in your innermost cassette in the rear, and the top pulley touches the cassette, you turn in the b-tension screw which rotates the der. assembly clockwise around the der. hanger bolt. Which in turn pulls the top pulley down and away from the cassette gear.
Now on this campy record der. there is no b-tension adj screw. So I cannot see a way to adjust it. the roller teeth are rolling on the casette gear teeth when pedaling.
Is this adjusted another way than on shimano?

Did you look on the upper end of the cage for the adjustment screw?

where exactly, I found the one on the top/front of the parralelogram but it does not seem to do what I need. Tried all the way in and all the way out.
