It looks like a planning notice. I didn't read it, in fact I didn't
even notice it at the time.
I spoke to the owner of the house opposite, who happened to be outside
when I took the photo. He told me that the road is actually two-way for
all traffic (he could turn in either direction out of his drive, which
was beyond the sign) and that cyclists were allowed to ride on but that
cars aren't allowed to enter the road from that end.
There were several drives along this stretch of road and no one-way
signs, anyway.
