FWIW, I've got a Pendle spare tyre rack which is solidly built but even so
the flex in the spare wheel makes me uneasy about it. Much better is the
type that bolts onto the spare-wheel mount (sandwiched between the bodywork
and the spare wheel). However, most of that type have a permanent bracket
that projects beyond the wheel, which prevents the use of a hard cover (and
might damage a soft cover) when the rack isn't in use.
Here's some ideas:
Pendle Spare Wheel Rack:

Fiamma Carry Bike (with adaptor plate):

Although I've got the Pendle strap-on rack, I think I'd spend the extra
money on the Fiamma product were I to choose again. The Fiamma lets you
position both bikes laterally so that they have minimum sideways overhang
while, in contrast, racks with a couple of arms from which you hang the
bikes can be fiddly to get the best position - particularly if one or more
of the bikes doesn't have a conventional top tube (e.g. a ladies bike).
Also, Carry Bike is ubiquitous in the motorhome community and I've never
heard a bad word about them.
