Maybe, maybe not.
Yours is a general description . To get a specific answer
you might try to describe the exact nature of 'broken'
(chainstay itself cracked? end cracked? joint failed?), post
photos someplace reply with a link or show it to a frame
repair house.

I agree. It's not the chainstay that's broken, it's the dropout.
Replacing it should be an easy job and the frame will be as good as
new.

you need to get the dropout replaced, but make sure the frame is
properly cold set into alignment first. the way it's sprung open now
that it's broken indicates there was stress built into the frame. get
that fixed, then braze in the new dropout - should be fine after that.
andrew muzi's web site indicates he knows what he's doing on repairs
like this.

You can't weld here because the brass from the brazejoint will mess up
the weldpuddle. The dropout will have to be replaced by a framebuilder

Good question. Most steel frames have lifetime warranties, which means
that the manufacturer ought to send you a new frame for free.

Or repair the frame. I had an almost identical failure but on the
non-drive side. The mfr. didn't make a frame in that type anymore, so
they paid to have a dropouts brazed in by a local reputable builder.

Needless to say, I was impressed by this service on a 17-year old bike.

Dawes standard warranty is lifetime for steel frames (original owner only).
