If it's too short to mount a stem even with all of the spacers
removed, then it's too short to use with one of the steerer
extensions. If it's just a matter of it being shorter than you need
from the standpoint of not providing adequate rise for the bars, you
can get a steerer extension from a number of sources.

What about a riser stem? Salsa makes several with rise like this:

Nice idea, but the FAQ says that the installation can only be done by
a shop that has the special tools that the manufacturer provides,
presumably at significant extra cost.
