If it was anything else today I would assume it was photoshopped.

As it's a cycle lane I believe this one is genuine.

Even if the fence were not there, there is still a bin in the way, the
kerb has not been dropped, and there are not any apparent signs
indicating the the path is shared.

The blanket crossing a few metres further along the road also looks
new. I therefore suspect that the outer and inner railings and the
bin are new features, and there has been some work to the pavement,
although that is not so obvious.

It's obvious, the cycle path is just directing cyclists to the wheel
bender cycle rack.
