Super Sport Mfg. Ltd. 1346 Clark Drive, Vancouver. (Hastings at Clark)

They make them but I don't know where to buy them other than at their
store/factory. IIRC, they're closer to $20.00 for
polyetraelouroethylene coated 100% nylon.

Waxed cotton Carradice, made in the UK, is the standard by which other
capes are measured. Rivendell sells their nylon ones.

Years ago, I bought an inexpensive nylon rain suit from Performance on sale.
Now it was quite a bit more then the $10 you are looking for.

My rain suit works reasonably well. It does not breathe significantly but it
keeps me rather dry and warm which is enough for my purposes. It has held up
pretty well too. I have used it dozens of times in some pretty heavy rains
(some approaching deluges).

As a stop gap, you can use a very large plastic bag as an improvised pancho.
Just cut out head and arm holes and away you go.

Perhaps interestingly, that's about the same price as
a couple of cans of ScotchGuard, which I'm resorting to
since the original coating wore off.

This coming paycheque I'm gonna get a second rain cape
from there. And a can or two of ScotchGuard (green cap).
Unless I spot a gotta-have in the new MEC catalogue which
just arrived in the post and I haven't looked at it yet.
