It doesn't matter whether it's a scam or not. Don't do a deal like this. It's just a bad idea to buy something like a bicycle from another country.
Not really. I'd have no problem ordering a new bike from a reputable shop in Holland or England if I was looking for something in partucular.
Buying a used bike, sight unseen, from an unknown, private person, who requests 'strange' shipping requirements, and has inconsistent contact information...now that IS a bad idea.

On that note, I was trying to locate a grab handle for my Honda CBR600. The Euro F3 came with one and could be ordered via a Euro Honda shop. So I Googled around trying to find one and I got hit on some guy. Sent an e-mail over inquiring and he replied "sure, got plenty from breaker bikes..send over UK$25 plus UK$15 for shipping and I'll send it right off." He signed the e-mail "Phil McCracken". Needless to say I decided against this little venture and eventually found a shop in the UK that would do the work for me. Picked it up for UK$40 and UK$9 shipping. Arrived here in 2 days, no tax or duty. Truely impressive quite frankly!! It generally takes 3-5 days to get Honda parts here in Canda from a Honda dealer!!

why would you buy a US bike from someone outside the US? sounds fishy to me...
So the scammers won't be arrested, tried, convicted and tossed in a US prison. I assume they are operating the scam from somewhere outside the US where they have much more lassez faire regulations governing fraud. Here in the US, it's considered Interstate Mail Fraud (AFAIK/IIRC), and you will get a nasty prison term for your efforts (unless you're a wealthy corporate executive, in which case you probably won't even be arrested).
