Have you contacted Topeak's tech support? When I had a problem with my
Joe Blow Pro, I sent them an e-mail describing the problem, and they
responded pretty quickly asking me for my address so they could send the
replacement part, no other questions asked. I would hope they could
help with your problem as well.

I also have a Blackburn TP-3. When I bought my that pump many years
ago, at least one LBS I went to had rebuild kits for it too. I haven't
looked recently though.
And for what it's worth, blackburndesign.com says to contact them if you
need a rebuild kit, and their pumps have a lifetime warranty that says:
"If you have trouble with one of our excellent Pumps, Racks, Tools,
Mirrors or Cages, just send it back and we'll send you a new one, no
questions asked."
They don't say what they do with discontinued models like my TP-3.
When I emailed Blackburn about a problem I was having with it, they sent
me a replacement part (a larger assembly then what I actually needed
replaced) no questions asked, didn't ask me for a receipt or a serial #
or other proof of ownership, same as Topeak did WRT my Joe Blow Pro.
