Does this look right to you? I've never seen a cable routing like this, I would expect a small piece of housing behind that frame lug but there's nothing, and nowhere to anchor the other end if there were (unless I changed to v-brakes). Also that lug won't accept a housing anyway, it's a small hole right through, rather than a slotted one like on the gear cable just below it.

I'm guessing that it is designed to work with V-brakes rather than cantis (although the paint job points to something over 10 years old). The small boss under the collar acts as a stop for the run of cable outer to the entrance of the V-brakes.
Your current setup will work, but watch out for the cable wearing on the stop.
Chris, this is perfectly normal. Some frames made in the days of center-pull brakes often had a "noodle" brazed near the seat collar for the brake cable to run through. It acts as a cable guide so the pulling action comes from between the calipers.

My old Kona has a similar set up. The cable guide clamps to the base of the upstanding seat tube and takes the cable round behind the seat tube to centre it over the canti cable hanger. Mike
