So I suppose they were being even-handed.

Which park? Unless there are specific bylaws it is not illegal to ride
on the pavement in a park. Its only pavements alongside roads that are
illegal (unless they have the magic white paint)

I know in Richmond park commercial vehicles are banned.

Kensington Gardens. There's a permitted route through it and lots of paint
telling you not to go on the other paths.
I got caught a couple of years ago while taking a shortcut. They said that
the parks folks had spent a lot of money on paint and signs and wanted to
make sure they got their money's worth. The police took my name and told me
not to do it again, and fair enough I haven't.

That is illegal then under Royal Parks legislation

Royal Park rules allow for children of 10 years and under to cycle on
paths when learning to cycle safely.

purchases a parking ticket.
