Powder-coating's more uniform thickness can make some details such as
lugs or embossed text, etc seem over-painted. Regular paint flows to
very thin thicknesses on sharp edges and looks more delicate. And it
is more delicate, too!
Rattle-can paint jobs can look quite good. As with anything, patience
and proper preparation makes the biggest difference of all.
Powder-coat materials may cost more than paint (I don't know) but it
is the labor that costs most in either case. Few people can do the
powder-coat labor themselves, but almost everyone can do the spray-
cans themselves.

PS: Some might say this thread might be better suited to
rec.bicycles.tech, but I personally think it is fine here too.
One other note re: Powder Coating, It's solvent free, no ozone depleting
hydrocarbons evaporating away. The Volume Solids in typical spray cans is
circa 7%-20%, that means that 80% of what you spray out of the can is
solvent (yes, waterborne paints too). That is also why spray cans have such
poor edge retention (creeping away from edges and sharps).
