I am looking to start building my first wheels and would like to start by building a good front race wheel. Can anyone give me some direction towards a good 30mm or thereabouts front rim that wont set me back $450 as a Zipp rim would. I am looking at spending no more than $250 on the rim. Thanks for any help.

The preponderance lately of deep-rimmed carbon wheels has made it harder to find deep rims which are either not carbon and/or pricy. Rims can be had from Zipp and Corima, of course, but I don't think you will find anything for less than $250....
But if alu is ok, you can find these in 30 mm:
DT Swiss RR 1.2, comes in drillings from 16 up to 32 or so.
Velocity Deep V, comes in all kinds of colors and drillings as well. -

I just bought a DTRR1.2, and I'm happy with it.
It ain't light (574g), but they look good, and come in small drillings: 20, 24, 28 and 32. http://www.dtswiss.com/index.asp?fuseaction=rims.bikedetail&id=16This pic doen't do it justice; I reckon they're about the best looking rim that's available as a 'rim only' -- alll the other sexy stuff comes in pre-built sets and usually costs a bit

From your help, I have started looking at the DT Swiss RR 1.2 24 hole rims with a DT Swiss 240s radial hub and DT Swiss revolution 2.0/1.5 spokes. I dont suppose anyone can tell me what spoke length this would require?

DT Swiss have a spoke length calculator on their website. You pick the rim, the spoke count, the spokes, the hub, the nibbles and the lacing pattern. It tells you the spokes, the weight and in a nice printer friendly format to take to your LBS for ordering.
