Maybe, but three dictionaries at least prefer Llynnoedd.
eg: Ardal y Llynnoedd - The Lake District.
I think it's the OS who've taken the poor option.

I doubt if Welsh is that complicated.
One dictionary spells it out clearly:
Llynnoedd - mwy nag un Llyn
